It occurs when Amazon recalculates or corrects a previously charged shipping fee due to adjustments in the order's weight or size – Amazon issues a reversal of the original handling fee, including the relevant IGST portion.

Note: IGST applies in transactions when goods are shipped across state borders in India, and it's included in the shipping charges.
